The good news is that a politician recognizes that the government has failed to keep its word and do its job. The bad news is that the same people who didn’t do the job will not do it again. They don’t have the skills or knowledge or political will to learn. It’s also troubling that they are not getting together all the institutions that would benefit from an address system-law enforcement, banking, health, etc. The Secretary’s reference to GIS as if its’ a panacea is also unfortunate. Digital mapping is not a solution to the problem of a lack of postal delivery points. And it doesn’t solve the problem of giving people a legal identity through a local physical address.
