This article from a relatively rural part of the State of Ohio shows the considerable effort, and expense, being put into extending the postal addressing system into rural areas. This was in compliance with a Federal law adopted in 2001 and shows what an unfunded mandate from Congress can end up costing. In this case, in order to effectively carry out the mandate, the County has hired two people full time for a year or more and carried out a pubic education program which has burdened local officials. Nevertheless, this brings the rural community more completely into the systems for delivery of mail and emergency and other civil services. So, South Africa is not the only country with a program of extending address systems into rural areas!
