Justice Project South Africa has warned motorists to take proof of address with them when renewing their vehicle licences.
Here is yet another proof that addresses are key to full participation in a society. One wonders how many of the very, very desperate people in South Africa, some of whom may own a car, would have an address.
And this effort seems a good idea until you read deeper into the article to learn that the proposal is that the traffic department is being also tasked with validating compliance with other departments’ functions, and the amount of documentation required for all these other functions is mind-numbing.
One gets the sense that this entire exercise is made complex and tedious to assure that officials can extract “gifts” for “advice” from the poorest of the poor in South Africa. It is simply good public office practice to enforce one law, one rule, at a time, and to make it as simple as possible for the public to comply. Sticking with the address proof of a utility bill, or the letter from a ward councillor in an informal settlement, is as far as good practice would permit.
